Goss is the chief sponsor of a bill that would ban texting while driving. The bill would amend an existing law that already bars drivers from using cameras, digital music players or other electronic devices.

Drivers caught sending text messages would be subject to a fine up to $100.

Goss said that his bill is simply a matter of common sense. But he said he does not support a bill that would ban talking on a hand-held cell phone.  That bill, proposed by Sen. Charlie Dannelly, D-Mecklenburg, would allow drivers to use their cell phones when driving only by using hands-free devices. The bill contains an exception for emergencies.  Like Goss' bill, Dannelly's bill would subject violators to a $100 fine.

Five other states and the District of Columbia have laws banning the use of hand-held cell phones while driving. Those laws all allow the use of hands-free devices while driving.
