Avery County Sheriff Kevin Frye is reporting a man wanted as a non-compliant sex offender has been arrested again by the Avery Sheriff’s Office.  57- year old Francis Sipala of Wilmington, Delaware was being sought in a joint effort of the US Marshal’s Service and police in his hometown of Wilmington Delaware when located June 7th, wanted in Avery County on two sex offender registration violations..  Sipala had moved to Avery County several years ago but had failed to comply with North Carolina sex offender registration laws on more than one occasion, according to Frye.  Officers also discovered a DNA match on Sipala from a ten year old sexual assault case in Delaware during the course of the investigation.  Sipala is in jail in Delaware waiting extradition to North Carolina, with $150,000bond set for charges in Avery County.
