Lawmakers in Raleigh hope a new measure will help ensure peace between towns and states by regulating how Carolinian communities can draw water from neighboring river basins.
Inspired by a request by Concord and Kannapolis to draw 10 million gallons of water per day from the Catawba River Basin, the measure should deflect future problems by requiring interbasin transfer permit applicants to consider their own water supplies first and modify what they take during a drought.
